Assessment of Protection Mechanisms and Service Gaps in Jordan under the JRP and 3RP Frameworks | 2024
Edmaaj conducted a comprehensive assessment of Jordan’s protection sector, aiming to strengthen social protection and access to justice for Syrian refugees and vulnerable Jordanians. The assignment aligned with the Jordan Response Plan (JRP) and the Regional Refugee and Resilience Plan (3RP), and sought to address systemic service gaps, enhance stakeholder coordination, and improve the provision of equitable, inclusive, and gender-responsive protection services.
Commissioned by the Italian Agency for Development Cooperation (AICS), the consultancy aimed to assess the alignment of AICS’s protection strategy with the objectives of the JRP’s Social Protection and Justice sector. The assessment provided a detailed analysis of stakeholder roles, existing protection mechanisms, and service delivery gaps affecting both refugees and host communities in Jordan.
Edmaaj applied a qualitative research approach, combining desk review with field-level data collection. This included key informant interviews (KIIs) and focus group discussions (FGDs) with representatives from Italian NGOs, UN and international agencies (e.g. EUD, GIZ, UNHCR, UN Women), national institutions such as the Ministry of Social Development (MoSD), the National Aid Fund (NAF), the Higher Council for the Rights of Persons with Disabilities (HCD), and civil society organisations (CSOs) operating in host communities. The assignment applied an age, gender, and diversity lens and incorporated field visits to ensure contextual accuracy. The final report delivered strategic, actionable recommendations to enhance the inclusiveness, sustainability, and effectiveness of protection programming across Jordan.
